The 6th Summit ASEAL coinciding with the first edition on African soil, was held June 6 2011just before the African Forum. It was co-chaired by MM. Jean Marc Dufour and Ibrahima NE Diagne respectively ASEAL president and president of African Alliance for Electronic Commerce -AACE. The presentations focused on the challenges, the technical, organizational and legal aspects of paperless trade. They allowed participants to discuss the latest developments in trade facilitation, including the general trend to the dematerialization of procedures and cross-border trade. As recommended by the 5th Summit ASEAL in Kuala Lumpur in 2009, the idea of ASEAL mutate into a Global Alliance has been discussed by the participants. In conclusion, it was decided to hold a preparatory meeting in September 2011, on the sidelines of the Conference on the single window of the UNECE in Geneva. The General Assembly is expected to follow in December 2011 for the setting up of the Global Alliance for Paperless Trade.

The information technology is the vehicle for the globalization of trade with the objective, the promotion of international trade through efficient and secure procedures, obtained by the dematerialization of formalities which limits human intervention in favor of exchanges between systems. However, the dematerialization of the formalities of foreign trade remains a long process. It requires significant human and financial resources for its implementation. In a context of scarce resources, we can not do without the pooling of our resources to achieve our goals. Whether rich or regions of the developing regions, the challenge of interoperability and cross-border trade require similar measures that appeal to a very high standardization and pooling of technical resources, at least in the scale. The aim is to have business processes upstream and downstream, able to promote exports, investment and international trade. In short, these contribute decisively to the economic and business development with credible and effective procedures that are based on interoperable platforms.
Intercontinental alliances are also developing along the lines of the Asia-Europe Alliance for Paperless Trade (ASEAL) who moved to set themselves up as global alliance for dematerialisation with the arrival of new African members. Moreover, it is no coincidence that the Asia-Europe Alliance for Paperless Trade (ASEAL) retained Senegal to host its 6th session on “the challenge of cross-border paperless.” This choice reflects the recognition of the efforts of Senegal to modernize trade procedures.
The 6th summit of the ASEAL saw the arrival of new participants from the African Alliance for e-commerce with: FRANCE, SENEGAL, MALAYSIA, GERMANY, BELGIUM, MALI, GHANA, IVORY COAST, CONGO, CAMEROON, MADAGASCAR, BURKINA FASO, MORROCO
Conclusion SINGLE WINDOW conference with ASEAL :
• Ponder over the possibility of establishing a Worldwide Alliance for cross border paperless trade
• Promote the dissemination and use of open standards and international recommendations for effective and interoperable trade;
• Encourage bilateral, sub-regional and regional pilot projects
• Foster the sharing of experiences for the rapid evolution of Single Window models towards the best practices
• Recommend a conducive framework and boost the attractiveness of technical assistance and the funding of national SW projects
• Encourage the creation of a network of regional experts in Africa , like UNEXT CAP, to prop up the preparation and implementation of cross border trade;
• Establish regional data models
